REGULATIONS
The Balkan Fund of the Thessaloniki International Film Festival gives financial support once a year. The Fund has no rigid rules and each individual project will be judged on its own merits. However, there are certain limits within which the Balkan Fund operates:
- Country of origin of the application should be one of the Balkan or South-East European countries, as listed in alphabetical order: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Cyprus, FYROM, Greece, Montenegro, Romania, Serbia, Slovenia and Turkey.
- Applications should be in English. Applications can only be processed if all requested materials are received by the deadline. Incomplete applications shall be postponed to the next round of submissions.
- Two hard copies of the material should be sent to the festival's address in Athens. The same material is needed also in electronic form and can be sent to us either with the hard copies in CD-ROM or floppy disc, or via e-mail.
- The applicant should be the film's producer, or, if there is no producer attached, the film's director or screenwriter, who in this case will also be considered as the film's producer, i.e. the one responsible towards the Fund. For the Fund to participate in a project, there should be a strong possibility that the project will be realized. Therefore, creative teams which consist of a writer, a director and a producer or of a writer/director and a producer or of a writer/producer and a director shall be preferred.
- The prime consideration of the panel, which considers the projects, will be the artistic qualities of each application. Further, the entry should be original, authentic and rooted in the culture of the applicant's country. It should contribute to the development of the local film industry and of local filmmaking skills.
- In order for the Fund to back a project, there should be a strong possibility that the project will be realized i.e. that the production finance will fall into place. Therefore applicants approaching the Fund should have at least the documented interest of possible financing partners.
- The applicant should deliver a clean chain of title with all the contracts, which demonstrates that he/she is the owner of the rights.
- The Fund is restricted to the support of fiction, specifically feature films with a strong theatrical potential.
- If support from The Balkan Fund is granted, 50% of the grant will be payable upon signature of the Fund's agreement and 50% upon delivery of the script.
- Nominated projects will be announced approximately three months after the date of the submission deadline.
- The awarded projects will be announced in November at the Thessaloniki International Film Festival, following a three-day workshop during which the creative teams of the nominated projects will present and discuss their projects with the international jury and selected industry professionals.
- The Balkan Fund is granted the international premiere of the awarded films in the Thessaloniki International Film Festival unless the film is selected for the official competition in the festivals of Berlin, Cannes and Venice.
APPLICATION MATERIAL (IN ENGLISH)
Applications should include a:
Completed entry form
Short synopsis of one paragraph (250 words)
Treatment of between 8 and 10 pages or the first draft of the screenplay
Producer's notes concerning the further development of the treatment or screenplay
Director's notes
Documentation of the producer's guarantees (see above)
Full chain of title as well as option or rights agreement for the source material, if any
Budget and financing plan for script and project development
Development timetable
Production financing plan, indicating any confirmed financing (including copy of the agreements/letters of intent)
Production timetable
Filmography of the director
Filmography of the writer
Filmography of the producer
Showreel or a previous film of the director on video or DVD
Producer's guarantees that:
He/She is the sole legitimate owner of the script and its belonging material and that the Balkan Film Fund is indemnified against any claims from third parties.
The film's copyright, ownership, original picture and sound negative film and all allied ancillary and subsidiary rights therein, shall be vested in the producer.
Should the project receive one of the Balkan Fund awards and should the producer i.e. the Balkan Fund contract partner lose the rights at any time during development or before the film's premiere, the producer shall refund the granted award immediately, unless the producer makes sure that there is a new identical contract with a partner which the Balkan Fund accepts and which complies with all the Balkan Fund rules and regulations.
Should the project receive one of the Balkan Fund awards, any changes in the original creative team of the awarded project, should be approved by the Balkan Fund.
The film's credits will include the Balkan Fund Logo and the caption "developed with financial support by The Balkan Fund Thessaloniki International Film Festival Script Development Fund", which will also be accorded in all paid advertising by or under control of the producer in connection with the film, either during development or after the completion of the film. This applies also if a project does not receive one of the awards, in which case the caption should read ?nominated by The Balkan Fund Thessaloniki International Film Festival Script Development Fund?.
Should the project receive one of the Balkan Fund awards, the film's premiere outside its own country of origin will take place at the Thessaloniki International Film Festival, unless the film has been invited to the official sections of the Festivals of Cannes, Berlin or Venice, in which case the film will be next shown at the Thessaloniki Film Festival. Failure to comply with this rule would result to the full refund of the granted award
He/she will provide the Balkan Fund with a continual up-date on the progress of the film, at least twice a year, and after its premiere will further provide the Balkan Fund with continual information on the distribution and participation of the film at other film festivals. This also applies if a project does not receive one of the awards but is nominated for participation at the Balkan Fund workshop.
He/she will provide The Balkan Fund with artwork, stills, press reviews and clippings about the film. This also applies if a project does not receive one of the awards but is nominated for participation at the Balkan Fund workshop.
This document should be signed by the producer.
SELECTION PROCEDURE
Applications can only be processed if all requested materials are received by the deadline. Incomplete applications will be postponed to the next round of submissions.
Nominated projects will be announced approximately three months after the date of the submission deadline.
The awarded projects will be announced in November at the Thessaloniki International Film Festival, following a three day workshop during which the writers, directors and/or producers of the nominated projects will present and discuss their projects with the international jury.
The international jury will announce the finally selected projects at the end of this session.
